4th Schedule, section 4, paragraph 2, gives the space to be allowed to each passenger as follows:- Upper Between Decke, 9 superficial feet: Lower Between Decks 18 superf' 1 -

ial feet. Paragraph 4 states that a space of 4 sp. ft. per adult must be left clear on the upper deck for the use

of emigrante as exercise space.

Destion 6, paragrapha 2 and 3 allows, in addition to between desk passengers, the carriage of deck passengers, at the rate of one adult to every 16 sup. ft. of upper deck space left over and above the space reserved for exercise

The Admenaurement Certificate, q.v., shows in detail the space available in eash compartment, which, divided by the number of superficial feet allotted to each pas-

The Hongkong License merely gives the pross number of passengers allowed in the between decks and on the weather decks respectively, without any details of anades and de- ductions, so that it is not possible to make any comparison for the purpose of checking the respective calculatione. However, two licenses are usually issued to ships in Hong-

for kong, one for a voyage under 7 days duration, and one a voyage under 30 days duration, and I presume that it is the latter document which would govem enderation to Indo- Thina, Straits, and Slam, and which Hongkong desires to impose unon the coast ports. A clause therein states that, if any part of the spaces appropriated for passengera is occupied by cattle or/and cargo, the following deductions are to be made when calculating the complement:- on weather
